A poster on the Studio Press Community form asked,

How do I position the primary menu after the Genesis header structural wrap, but still leave it in the header?

This code will satisfy the poster's requirement. It has been tested with the Genesis Sample theme. Other themes may require an adjustment to the action priorities.
